5. The major outstanding points concern the nuclear agreement and China's ECGD credit rating (paragraph 3 of the draft). On the former, the Prime Minister has not yet approved a decision to propose negotiations to the Chinese; NED will be submitting on this shortly. As regards China S ECGD credit rating, we await a decision from DTI that the Chinese can now be informed. We have put a strong political case; but ECGD have tactical reservations, particularly in connection with the Guangdong Nuclear Project. may need to submit separately on this shortly.

There is an outstanding query from Zhou Nan about the specific questions the Prime Minister might wish to raise on Hong Kong
(Peking telno 2858). The telegram covers this point too. We do not want to go into detail, but equally we do not want the Chinese 1 to suggest that the Prime Minister may have substantive or difficult
points to raise.
