PRIME MINISTER'S VISIT: TALK WITH CHINESE FOREIGN MINISTER

1. I submit a first draft of a speaking note to be used when the

Secretary of State sees Wu Xueqian. This is in the form of a

telegram, since I think we should consult the Governor and the

Ambassador.

2. The notes have been drafted on the basis that, if the Secretary of State is able to see Wu on a very restricted basis, with perhaps

only one or two officials present, the Chinese will be able to treat

it as

an informal occcasion. An adverse reaction, which is quite

possible given the sensitivity of one or two of the matters raised,

would be less serious in such a forum, and less liable to result in

the blocking of further progress later on the issues.
