PRIME MINISTER'S VISIT TO SOUTH EAST ASIA AND SRI LANKA
1. I have learned from the Private Secretary that the Prime
Minister is likely to visit Peking (and Hong Kong) before
Christmas; and that South East Asia and Sri Lanka will not be
included this time.
2. It is essential to ensure that, when the visit to Peking
is announced, we are in a position to say something to the
Malaysians and Indonesians in particular on approximate timing
of a reinstated PM visit to them. They will no doubt understand
the Prime Minister's inability to include them this time; but
they will need careful handling; and they will need an indication
that we are now thinking seriously about eg the Easter recess
or September. Ideally posts should be commissioned to start
exploring dates in one of those two areas. We know that
Mr Gillmore and Mr Donald both prefer Easter if that can be
sold to No 10. We know that this may not be easy but we should
try.
3. I attach a rough draft letter from the PS to No 10.
Grateful if you, together with SAD, could refine this quickly
along with the draft telegram.
