I do not believe that it would be appropriate for
Sir Y K Pao to attend the signature ceremony of the Hong Kong
agreement.

are approached by the Chinese you should seek to
discourage them from the idea. You should say that Sir Y K, although a distinguished resident of Hong Kong, plays no direct
part in the administration of the territory. It would not be
understood if he was present at the signature ceremony.
