We are preparing the commissioning

As you may be aware there was a suggestion at Ministerial level that a team of business men should accompany the Prime Minister to China. Our Ministers have however decided against this recommendation and instead we are preparing for a V.I.P. led delegation in the first half of 1985: Sir Richard Evans agrees with this proposal. The question of leadership has yet to be determined.

In the light of this, and given the shortness and nature of the Prime Minister's visit, we think that she should concentrate on the following three points only in the commercial field, unless you advise that more time will be available than we have supposed:-

Guangdong Nuclear Project (in principle).

The proposed Ministerial led delegation (mentioning the sectors to be covered if appropriate).

Our eagerness to build on the excellent bilateral political relations to expand commercial co-operation and our general willingness to respond to Chinese interest in economic co-operation (eg the renewal of the Co-operation Agreement, Investment Protection).

We do not think that it would be useful to go into greater detail than this though we shall of course provide background briefing. We shall shortly be raising the finances of the Guangdong project at Ministerial level; a decision on whether Guangdong should be mentioned by the Prime Minister with the Chinese and if so how should await the outcome.
