PRIME MINISTER'S VISIT TO CHINA:

SPEECH
Iain Orr has, I believe, already discussed with you the speech which the Prime Minister will be required to make at the welcoming banquet on 20 December during her visit to China. I now attach his self-explanatory notes for the non-Hong Kong section; HKD will I understand contribute separately a section on the Agreement. I should be grateful for any comments from you (or HKD) both on style and, in as much detail as possible, substance. In particular, if you think the overall thrust is sensible, any supporting textual proposals you can give me on non-Chinese subjects (eg a suitable reference to terrorism) would be most welcome. It would be helpful to have these if possible by 23 November.
