LUNCH WITH SIR Y K PAO
I had lunch with Sir Y K Pao today. He spoke much as to the Prime Minister (Mr Powell's letter of 16 November).
1.
2. On Deng, he said that Deng would visit Hong Kong at Chinese New Year 1986 and would stay "at one of my places".
3. On his own movements, he said he expected to go to Peking in early December when he might see Deng. He had been invited by the Chinese to attend the signature ceremony.
He was inclined to question whether Unofficials would be or ought to be invited, but accepted eventually that there would probably be an agreed mixed group.

4. The port he mentioned to the Prime Minister is the port for Baoshan (I think the name is Beilungang).. The Chinese planned
a small steel mill there.
5. He suggested Xiu Jiatun, the Head of NCNA Hong Kong, should be invited to Britain for some event related to Hong Kong.

He argued that the Prime Minister should not omit Hu Yaobang in her calls in Peking this December. Hu was the direct successor to Deng. I see a case for this and we should consider whether it could not be fitted in. The call could be very short, but it would ensure the Prime Minister had direct acquaintance with all future Chinese leaders. YK also wondered whether we should not invite Hu at some future point to visit Britain. Again a thought we should ponder.
7. He said he had warned the Chinese to tread very carefully over Hong Kong/in the next few years. Everyone was watching.
I endorsed this and mentioned the importance of consultation with Hong Kong people over the basic law.
He said he had been invited to become a member of the CPPCC but had refused since he wanted to retain his freedom.
