CONFIDENT I AL
13. We envisage that our briefing will need to comprise:
i)
a brief on the future, covering
a) the text of the speech to be made to the joint
meeting of the Executive and Legislative Councils;
b) points to make in informal conversation (e.g. at
the UMELCO lunch, the reception and the Government
House dinner), including defensive briefing on
aspects of the agreement that have aroused most
concern in Hong Kong;
c)
background, which will in part be a duplication
of 6(iii), but will go into more detail about Hong
Kong concerns.
ii) a press brief. The Prime Minister may wish to begin
the press conference with a brief statement, which e probably best be drafted on the evening before? There
will be comprehensive notes for supplementaries.
iii) a background brief covering other items on the
programme. It will include notes on UMELCO and the
District Boards, guest lists and personality notes.
We
also envisage preparing a background note on Hong Kong's
economic and commercial performance.
13.
I should be grateful for your reactions to this
outline.
