Discussion could then move to specific bilateral
issues. The Prime Minister could give a formal resonse
to the Chinese invitation, reiterated in July by Chairman
Deng Xiaoping to Sir Geoffrey Howe, to HM The Queen to
visit China. (We are currently seeking agreement to her
conveying acceptance in principle). She could reiterate
our invitation to Premier Zhao to visit Britain next
year. She could express satisfaction that both sides
have now agreed to exchange Consulates-General in
Manchester and Shanghai (discussed with Premier Zhao in
1982); it may be appropriate for her to press for
assistance with our preparations to open in Shanghai.

9. This will be the most important non-Hong Kong brief,
aimed solely at achieving the objective outlined in
para 4(iii) above. We envisage that it woulc contain the
