HONG KONG BILL: QUEEN'S CONSENT
1.
As the Hon- Kong Bill will affect the Royal Prerogative
a Privy Counciller will need to signify the Consent of The Queen in both Houses before the Bill is passed. This will need to be done at the second reading but we need to seek authority as soon as possible. I submit a draft submission from the Secretary of State to The Queen asking for Her Majesty's approval. I also submit a draft covering letter of explanation for you to send to The Queen's Private Secretary.
2.
Two copies of the draft Bill should be enclosed. The draft submission and letter are based on previous papers referring to the Tuvalu Independence Bill.
3The Department's Legal Counsellor concurs.
