1 I attach a copy of Mr de Waal's letter to me of

5 November and the draft Bill enclosed with that letter.
2. On a very quick reading I have spotted grounds for criticism on a number of points. I shall however need a little more time to consider the Bill carefully, before setting down my comments. Meanwhile I should be grateful for any views which you, or any other recipient of this minute, may have. You may wish to consult Hong Kong. I suggest we should alert Michael Thomas, and invite him to discuss the draft Bill with us.
In the interests of speed it may be convenient for us to meet to discuss.
