1. I attach a further draft letter to Parliamentary Counsel which takes into account John Pakenham-Walsh's letter to me of 26 November. I have spoken to the latter about those parts of the draft dealing with nationality, and he does not wish to be consulted further about the terms of my draft letter.
2. In view of what my draft letter says about the Merchant Shipping Act 1894 you may wish to bring the Department of Transport into the picture. If you do so, you may wish to take the line that if we are in any doubt about the need for widening paragraph 3(b) of the schedule in the way I have suggested we would wish to err on the side of having the wider power.
