Action Taken

Dear Sir Philip,

At the Tuvalu Constitutional Conference held at Marlborough House in February it was agreed that, subject to Parliamentary approval, Tuvalu will become independent on 1 October 1978.

The Independence Bill which is now being prepared will follow the form of previous Bills under which other dependent territories have obtained their independence. As in those cases the Bill will affect Her Majesty's prerogative and interests. Subject to the approval of Her Majesty of the necessary submission regarding the Royal Prerogative, the Bill will be introduced into Parliament during the present session.

Against this background, the Foreign and Commonwealth Secretary would be grateful if the attached submission could be placed before Her Majesty for approval.
