A draft agreement between the British and Chinese
on the future of Hong Kong was initialled in
Peking on 26 September. The agreement provides for the
termination of British sovereignty over Hong Kong from
1 July 1977, when Hong Kong will become a Special
Administrative Region of the People's Republic of China.
Provided that Parliament gives its approval the agreement
will be signed on 19 December in Peking.
I enclose the latest draft of the Hong Kong Bill currently
under preparation, which will deal with the termination*
of soveriegnty, nationality, amendment to statutes and
diplomatic privileges and immunities. The Bill will affect
Her Majesty's prerogative and interests.
Subject to the

approval of Her Majesty of the necessary submission
regarding the Royal Prerogative, the Bill will be
introduced into Parliament in January.
Against this background, the Foreign and Commonwealth
Secretary would be grateful if the attached submission
could be placed before Her Majesty for approval.
