5. The Governor told us orally that he cannot recall EXCO during their Christmas holidays to consider the Bill, and that the first opportunity to put it to them is 4 January. This is much too late, and would not allow us to take account of any comments or suggestions which members of EXCO might make. They may well have

to say about termination of sovereignty and nationality.

We consider that we must ask the Governor to hold an extra EXCO meeting in December for the purpose. On past experience a personal telegram from the Secretary of State will be needed for this

purpose.
