We wonder whether the temporal limitation imported

by the words "while in the United Kingdom" does not excludes

this effect of Article 39(2). It would seem to us that

Article 39 itself will automatically ensure that the Chinese

We note that paragraph 9 of Schedule 1 to the International

Organisations Act 1968 refers to "the like immunity

inviolability

as are accorded to or in respect of the

head of a diplomatic mission". It could be that the words

"in respect of" are included because certain of the Articles

scheduled to the Diplomatic Privileges Act are drafted in

terms of conferring inviolability upon the residence, papers,

baggage, etc of a diplomatic agent rather than on the

diplomatic agent himself. We should, of course, wish to

ensure that the full range of privileges and immunities is

conferred.

We wish to include a provision corresponding to Section 4

of the Diplomatic Privileges Act 1964, which provides for a

conclusive certificate on any fact relevant to privileges

and immunities.
