1. You should have received under separate cover a copy of de Waal's letter to me of 10 December enclosing the third draft of the Bill.
2.
We need to make a choice between the text of paragraph 2(1) of the schedule, as proposed, and the two alternatives he suggests. I agree with him that the proposed text and the first alternative have disadvantages, and my own personal inclination is to opt for the second alternative.
Do you have a preference?
3. I am meanwhile consulting my administrators, in the hope of finalising the draft Bill during the course of this week.
