Thank you for your letter of 11 December.

2. I attach a draft telegram which sets out our plan for complying with the UK Memorandum, for meeting Hong Kong's concerns and hopefully meeting your main requirements.

I am sorry if Hong Kong's rooted objection to legisla- tion or subordinate legislation referring to "registration" inconveniences you in the drafting of the Order or Orders. But I am advised that their objections are based on substantial political difficulties, as perceived in Hong Kong.

4. Fortunately, in the light of Parliamentary Counsel's third draft Bill (Schedule, paragraph 2(2)) this problem is no longer relevant to the terms of the Bill, and can be settled in the context of the first draft Order, on which I understand you are now working.

I should be grateful for your comments by telephone on 13 December, if at all possible. We must get this telegram off to explain the line we are taking in the draft Bill.
