I enclose a form of words embodying the suggestion I made
yesterday about paragraph 2(1)(a) of the Schedule. Apart from
confining the operation of that paragraph to citizenship that
depends on a Hong Kong connection it has the merit of dealing
expressly with acquisition of citizenship after the relevant date.
This will not only reflect paragraph (b) of the Memorandum on
page 28 of the White Paper but also put beyond doubt your power
to amend the provisions about the acquisition of citizenship in
the British Nationality Act. The new version also gives you
express power to specify the relevant kinds of connection with Hong
Kong.
A copy of this letter and the enclosure goes direct to Pakenham-
Walsh.
