Parliamentary Counsel wishes to have the Bill printed next week. He will need authority to go ahead by the morning of Monday
17 December. An explanatory memorandum must be published with it: I
now submit a draft; which has been prepared in consultation with the
Department's legal counsellor. For purposes of comparison I attach
the explanatory and financial memorandum covering the Trades Union
Bill. The Hong Kong Bill has neither financial effect nor effect on
public service manpower, and the memorandum can therefore be more
restricted in its scope.
