HONG KONG BILL: NOTES ON CLAUSES

I attach draft notes on clauses on the Hong Kong Bill (less the section on nationality). They will need to be substantially redrafted by Mr Burrows on his return.
2. I also attach the instructions for drafting Notes on Clauses and two examples (the Animal Health Bill and the State Immunity Bill). I have also discussed the question with a number of other people in the Office. The main difficulty is that ours is not a usual bill, like for instance the State Immunity Bill, and does not therefore lend itself very well to Notes on Clauses. We are more likely to need to produce

a full political brief for the committee stage including my short notes on clauses, of the kind produced by SEAD for the Brunei Bill, and
pad them? Go vem?
notes on amendments for the committee stage, as produced for NAD for the Canada Bill. I have copies of both of these if you wish to see them.
3. I think that we should therefore prepare fairly short notes on clauses, without very lengthy political supplementaries, which do not in any case fit very happily with the various clavses of this Bill, and then concentrate on a fuller political brief and Notes on Amendments for the committee stage.
