I attach a self-explanatory minute, dated 31 July, from Mr Budd

in the Private Office. You will see that this arose from a telephone

call from the Home Affairs and Legislation Secretariat of the

Cabinet. The enquiry concerned the prospect of legislation in

Hong Kong; its time scale; and its likely form.

2. I understand that the matter was discussed within the

Secretary of State's Party during the visit to Peking and Hong Kong,

and that you have drafting inhand. I shall therefore take no

further action on Mr Budd's minute.
