Cabinet Committee. We are not bound by the agreement to grant diplomatic privileges and immunities to the 20 supporting staff for

the Joint Liaison Group. We will wish to consider with the Chinese

how suitable arrangements can be made, perhaps by temporarily

attaching them to the Chinese Embassy, but we see no need for

legislate on this point. Any arrangement which we make concerning

Chinese supporting staff will have to take account of the needs and

interests of the British supporting staff in China.

There was some discussion at OD(K) on 4 September of the

possibility of annexing the agreement to the legislation. I

understand however that it has not been the practice to do this for

many years, and that in this case it would be particularly

inappropriate in that the agreement will affect mainly Hong Kong

rather than rights in the UK.
