8 October to the Lord President.
I confirm that what is said in paragraph 6 of your minute accurately reflects the advice I have given. For
the reasons which you yourself set out, I share your view that option (i) (out of the two options described in paragraph 4 of your minute) is preferable and that the
best way to deal with nationality is for the Bill to con-
tain an enabling clause which would authorise the making
of the necessary provision by Order in Council at a later
date.
I am copying this minute to the Lord President, the
Home Secretary and the Lord Privy Seal.
