LEGISLATION ON HONG KONG
1.
On my return to the Office today, I received a copy of your draft submission and its attached draft paper on legislation dated 1 October, which you wish to finalise today. I have had a brief discussion with Mr Darwin and Mr Bickford. As a result I should like to propose the following amendments. Mr Darwin and Mr Bickford
concur.
Draft Submission
2. In the last sentence of paragraph 5 there is a typing error. It should of course be "Parliamentary Counsel".
Draft Paper on Legislation

Paragraph 4(b) should be amended to read:
"Amendment of the British Nationality Act 1981 to create a new status for British Dependent Territories citizens who enjoy that status by virtue of their connection with Hong Kong."
In paragraph 4(c) the second sentence should read:
"They are on topics such as ships, aircraft, copyright, and perhaps oil pollution and crimes against internationally protected persons.
The fourth sentence should read:
"It would be possible in this context to deal, if necessary, with the termination of appeals to the Privy Council, including pending cases."
The Form of the Legislation

In paragraph 7(c) the first sentence should read:
"Modifications of UK statutes in preparation for or on the ending of sovereignty and the lease will be dealt with within the Bill by enabling the clauses allowingthe detailed provisions to be made by Order in Council, or in certain cases, e.g. shipping, by Hong Kong legislation.
The third sentence should read:
"Some of these modifications of statutes cannot be definitively settled now since they depend on the status of UK legislation in 1997. " ! །
