8. In this Note the term "officers" means officers

who are holders of diplomatic or service passports of the People's Republic of China.

In addition to the function of issuance of visas

provided in paragraph 2 of Article II of the Memorandum of 23 September 1981, the Visa Office may issue replace-

ment passports or certificates substituting passports Chinese citizens whose passports are full, or have
