Goods imported into, exported from and purchased in Hong Kong,
either by the Visa Office for official use or by its officers
for their private use, will be exempted from duties and taxes;

The luggage of the officers of the Visa Office is exempted
from inspection, except where there are serious grounds for
believing that it contains articles whose import or export
is prohibited by the local law or controlled by the local
quarantine regulations, in which case inspection should be
carried out only in the presence of the officers concerned
or the representatives appointed by them;

In this Note the term "officers" means officers who are
holders of diplomatic or service passports of the People's
Republic of China.
In addition to the function of issuance of visas provided in
paragraph 2 of Article II of the Memorandum of 23 September 1981,
the Visa Office may issue replacement passports or certificates
substituting passports to Chinese citizens whose passports are
full, or have been lost or stolen. (The above-mentioned Chinese
citizens should, as is required, clear formalities for visa with
the British authorites in Hong Kong.)
