The disadvantages of Option C are SO substantial as to rule it out. Option B would seem to be acceptable, but Hong Kong would need to be consulted on local implications. Option A has the merit of simplicity. This should be our preferred option, provided that:

Peking can confirm that in practice the degree of protection which members of the British side would enjoy in China would be adequate.

The Hong Kong Government feel that their officials taking part on the British side would be adequately covered.
