states that the new form of nationality will not confer a right
of abode in the United Kingdom. This and other matters are sure
to be the subject of amendments pressed on the government as the
Bill goes through Parliament.
The powers under paragraphs 2 and 3 will be exercisable as soon as
the Bill becomes law.
You will not forget that Queen's consent will be needed on
Second Reading in both Houses. The Palace likes early warning.
