I submit a draft outline of the white paper to be issued in late September after the initialling of the agreement. If you agree we will send it to Hong Kong and Peking in the Future Egret series for comments. When we have these we might perhaps consult Mr Luce and then begin work on producing a full draft. We need to have a full draft for consideration by Ministers at the end of the month. This will of course need alteration in light of the last few weeks of negotiation.
2. The intention is to publish white papers simultaneously in Hong Kong and London. The Hong Kong white paper will contain the British one with a short introduction inviting the people of Hong Kong to comment on the agreement.
