Mr Walker of Research Department has proposed a number of amendments to the draft White Paper. I have pencilled one or two of these into the copy containing Sir P Cradock's comments.

Mr Walker also made the following points:

a) He thought paragraph 2 should be redrafted in view of probable Chinese sensitivity to remove any reference to /concluding treaties with "China" rather than "the then

Chinese". He recommended adding a reference to the Chinese letter of March 1972 to the UN Special Committee on Decolonisation (see attached revised passages).

b) He believed that we should show more candour in describing the negotiations in paragraphs 9 and 10. In particular we should

X refer to the Prime Minister's messages explicitly, given what

was known in public.

c) He recommended that we should include more of what Sir G Howe said in his 20 April statement in para 12.

d)

He thought we should spell out in para 17 the way we had considered the specific proposals on the future made by the people of Hong Kong. He said the existing text might seem a bit dismissive.

e) He said we shough spell out in para 27 why Hong Kong Island was not viable without the New Territor If we did not people

would ask why we had not sought a Macaw solution for the ceded territory.

We will want to consider these comments together with those of Hong Kong and Peking when received.
