applying to seamen. Similarly the SAR would continue to have authority to conclude agreements on shipping.

(I) CIVIL AVIATION

1.

The section of the annex secures, for the SAR, within the overall sovereignty of the CPG, a degree of autonomy in the field of civil aviation comparable with that to be enjoyed in other fields of economic activity and no less favourable than that enjoyed at

present.

2. Authorised by the CPG the SAR will have responsibility for air services to and from other states and regions which originate or terminate in Hong Kong and which do not touch points in other parts of China. The CPG will have responsibility for air services to and from other states and regions between and beyond the SAR and other parts of China. However, in the second case, the CPG will consult the SAR Government taking into account the special conditions and the economic interests of the SAR. The SAR will also be able to participate as members of PRC delegations in negotiating air service consultations with foreign governments.

3. The agreement provides specifically for the continuation of Hong Kong's system of civil aviation management and provides for it to carry out the responsibilities allocated to it under the regional air navigation procedures of the ICAO such as the technical management of airports and the provision of air traffic services within the SAR's flight information region.

CULTURE AND EDUCATION

1.

This part of the annex essentially provides for the maintenance of Hong Kong's existing liberal educational system, and for the SAR to have autonomy in matters relating to it. It provides for the continued existence of educational institutions of all kinds, including those run by religious and community institutions. It also provides for freedom for students from the SAR to continue to pursue their education overseas if they wish to do so.
