It states that the SAR Government will have the authority to issue its own passports and other travel documents.

It states that residents of the SAR will also be able to travel on travel documents issued by the Chinese authorities and by those of other countries.

ANNEX 2: TERMS OF REFERENCE OF THE SINO-BRITISH JOINT LIAISON GROUP

1. The purpose of this annex, taken together with paragraph 5 of the Joint Declaration is to establish a joint liaison group in which the Government of the United Kingdom and the Government of the People's Republic of China can continue their discussions on the future of Hong Kong and ensure continued co-operation between the two sides with a view to the effective implementation of the Joint Declaration. The annex contains a clear definition of what the joint liaison group is not. Paragraph 6 of the annex states that the joint liaison group will be an organ for liaison and not an organ of power. It will play no part in the administration of Hong Kong, nor will it have any supervisory role over the administration of Hong Kong. Members and supporting staff of the joint liaison group shall only conduct activities that are in the scope of the functions of the joint liaison group. Taken with the Joint Declaration this annex makes it absolutely clear that the British Government will continue to be responsible for the administration of Hong Kong up to 1997.

2. The functions of the joint liaison group will be to conduct consultations between the two sides on the implementation of the Joint Declaration and to exchange information. Anything which is disagreed will be referred for solution to further negotiations
