6. The Chinese memorandum states the Chinese view that all
Hong Kong Chinese compatriots are Chinese nationals. It confirms
that those eligible to hold British travel documents or those of
other countries can continue to use them. They would not, of
course, be eligible for consular protection by that country in the SAR or in other parts of China.
