I enclose an advance copy of the White Paper
containing:
(a) the report of the Assessment Office which was
set up to test the acceptability in Hong Kong
(b)
of the draft agreement on the future of the
territory;
and
the report of the independent Monitoring Team
appointed to monitor the work of the Assessment
Office.
I should be grateful if you would treat it on Privy
Council terms until the White Paper is published, at 1100
tomorrow.
