Thank you for your draft with which I respectfully
agree in general. May I suggest the following points for
your consideration:-
(a) Para. 5 (a), last line, at the end following
the terms "to it", add the following:-
"and the materials it collected.
(b)
Para. 12, page 8, after the terms "the views
of Hong Kong -":
(c)
"in circumstances in which a traditionally
reserved people in political matters,
included many who were also disposed to
believe that they could only express their
views on the overall acceptability or
otherwise of a draft agreement which was
not open to any amendment."
Para. 21, page 13, after the terms "as good as
they are", add the following:
a
"in the circumstances, or because they, having
acquired/right of abode elsewhere as a
precautionary measure, choose to remain
in Hong Kong in the hope that all is well
at the end and thus conceive for themselves
a sense of detached optimism.
