'General Considerations' (or something like that) a
section in which we may feel it right to make clear that,
while we have no difficulty in dealing with the matter
of the "proper", "impartial", and "faithful" conduct of
its task by the Assessment Office, we had found the question
of "accuracy" much more difficult in the circumstances
of the response to the consultation exercise received by
the Assessment Office. It would be premature to reach
a final view, but what do you think ?
Approach to Conclusions

Whatever we may decide to say to preface our
Conclusions, we shall be expected to be as clear and
firm as possible in our judgments. In paragraph 10 of
the draft which you already have, I have provisionally
suggested words to indicate that it cannot be for us simply
a matter of logical intellectual conclusions. But, subject
to saying something like that, I believe that we must try
and answer as straightforwardly as possible the questions
derived from our terms of reference.
