Subject: The Future of Hong Kong
As you may know, the Unofficial Members of the Executive and Legislative Councils are co-sponsors of a comprehensive survey on the draft Sino-British Agreement conducted by an independent firm known as Survey Research Hongkong Limited (SRH).
SRH is part of an international survey group and have undertaken to present the views of a territory-wide sample of 6,000 adult residents on the 1997 draft Agreement. The findings of the SRH study including some 3,000 voluntary statements taken in the course of the survey have been passed to the Assessment Office.
UMELCO attach great importance to this study and I am writing to invite you to audit the survey procedures employed by Survey Research Hongkong Limited. To this end SRH is prepared to assist in any way you consider appropriate. They will answer any questions you may care to ask and will make available to you all the data they have collected.
It is felt your assessment of the SRH survey procedures would be of considerable value and it is hoped you will be able to accept this task. I am extending the same invitation to your colleague Mr. Justice Simon LI.
