I am writing personally to enclose a copy of the modus operandi document upon which Simon Li and I are agreed, and to which we shall be working. As the opening paragraph makes clear, we recognize that our way of working as a Monitoring Team, supported by our very small staff, will have to be tested out by experience. We may have to modify our approach or our arrangements if we should find that to be necessary; and, although (as we told you) we do not wish to seek any extra staff, we may be compelled to change our winds about that if the tidal wave of paper becomes overwhelming.
My enclosure is a personal copy for you alone; but you should, of course, feel free to show it to any member of the Assessment Office if you should judge that to be necessary or helpful.
May I take the opportunity of thanking you, on behalf of Simon Li and myself, for the way in which you have been ready, since our arrival, to give us the access we need to your staff and the material reaching the Assessment Office.
