(a) the working system devised by the Assessment Office,
which would directly affect the proper functioning
(b)
of the Assessment Office; and
the accuracy and impartiality of the assessment
made by the Assessment Office.

The following monitoring system could be considered.
It embraces three main activities:
(a)
Examination and evaluation of the methodology adopted
by the Assessment Office to determine whether it is
sound and adequate, which would enable the Assessment Office to discharge its responsibilities properly.
Inspection visits to the Assessment Office should also
be carried out to see whether the established procedural
steps have been strictly adhered to.
(b) Verification of the assessment made by the Assessment
Office a paper audit exercise to ascertain, in

particular, the accuracy and impartiality of the
assessment. This would have to be dealt with at
three levels:
(i) the assessment of individual representations
(verify Assessment Form Is against actual
submissions);
(ii)
the summary of assessment by each Assessment
Team (verify Summary Assessment Form II
against individual Assessment Form Is); and
(iii) the consolidated assessment presented in
the Final Report of the Assessment Office.
