The Monitoring Team is appointed by the Secretary of
State for Foreign and Commonwealth Affairs:-
(a)
(b)
to observe the work of the Assessment Office in all
its aspects; and
to submit to the Secretary of State a Report
independently of the Report of the Assessment
Office, stating whether it is satisfied that
the Assessment Office has properly, accurately
and impartially discharged its duties and faithfully
follow the procedures presented in its Terms of
Reference.
Methodology

With these Terms of Reference in mind, consideration
has been given to the methodology which the Monitoring Team
could adopt. This paper sets out some initial thoughts on the
subject.

The aim of the task is to enable the Monitoring Team
to form a view on the work of the Assessment Office, on the basis of evidence gathered through witnessing and observing the
functioning of the Assessment Office; and to submit its view(s)
in its Report to the Secretary of State. It could be said
that the task of the Monitoring Team is akin to an audit
function. In assuming its monitoring role, the Monitoring Team
would have to focus on:
