Dear Jain,
We have identified a number of points relating to the Assessment Office work procedures where there is an interface with the Monitoring Team and your advice would be very helpful.
The first point relates to submissions to the Assessment Office. It is our intention to make a copy of each submission received and to pass these to the Monitoring Team in batches. However, if there is a large volume of submissions in Chinese we will not be able to translate all of them into English without seriously clogging up the system. Would it be acceptable for copies to be sent to the Monitoring Team without the English translation in such circumstances? Certainly all the major submissions would be translated. Secondly, we propose to send only one set of copies of submissions to the Monitoring Team if this is acceptable.
The second point relates to press cuttings and tapes. We shall be receiving a set of all press cuttings relevant to our work every day. The volume is expected to be very considerable and to copy every single item will be very time-consuming. Would an arrangement whereby the press cuttings (and tapes of radio and TV programmes) not copied to you but are available for you to examine at any time be acceptable?
The third point relates to the work of the Assessment Teams. The intention is that there should be a conference twice a week with the team leaders to go over their summaries of the work of the previous two or three days. Any queries or difficulties with the summaries can then be dealt with. We can either let the Monitoring Team have copies of the summaries after these conferences, or the monitors can attend the conferences, or both.
