Dear Mr. Justice Si,
Thank you very much for your kindly and charming letter of welcome which has just reached me. May I assure you of how privileged I feel to be given the opportunity to work as your partner in the Monitoring Team in the months immediately ahead?

I have spent a full day this week at the Foreign and Commonwealth Office in Whitehall; and this included a valuable talk with the Secretary of State himself. Mr. Galsworthy, Head of the Hong Kong Department, has now been able to show me an outline of the procedure which the Commissioner, Assessment Office, plans to adopt, and I have been generally impressed by the thoroughness of the approach he has in mind. I look forward very much to discussing with you personally how we should perform our role and organise a programme of work, as the Monitoring
and, subject to any further thoughts which you may have, I feel that this must wait until we can meet in Hong Kong. The present plan is that I should fly out on Tuesday 25 September, and I hope that I shall be able to make contact as soon as I have cast off the effects of any jet-lag!
