I have just received a telegram from the FCO saying that when Sir Patrick Nairne calls there today he will be given a copy of the outline procedure for the Assessment Office which was sent from here on September 3rd. When it has been discussed with him the FCO will send us their comments on the text. I enclose a copy of the outline procedure for your preliminary information. Obviously it may need some revision when the FCO comments are received.

The "practice run" we have planned to try out our procedures will start on September 12th and last for about a week. I am arranging for a copy of the internal instruction to be sent to you as soon as possible.
