Dear Sir Fudy,
1.
I am writing to confirm your appointment as a member of the Monitoring Team which has been appointed by the Secretary of State for Foreign and Commonwealth Affairs to test the acceptability in Hong Kong of the agreement reached with the Chinese Government on the future of the territory. Your appointment will begin on 25 September 1984 and terminate at the end of November, at a date to be specified.

The terms of reference for the Monitoring Team are attached.

A daily fee of £143.00 has been authorised, (but see also paragraph 9).
4.
Whilst in Hong Kong you will be entitled to $HK 300 a day subsistence (paid free of tax) which you should claim from the British Trade Commissioner's Office in Hong Kong. A suite has been reserved for you during your stay in the Hilton Hotel which will be paid by the Foreign and Commonwealth Office. We shall write to you separately in connection with the question that you have raised about your elegibility to an entertainment allowance.
