PROBLEM
A 1. The Governor has asked whether the format of the attached report
about the public response to the Green Paper on representative government is suitable for the report assessing the acceptability of the agreement in Hong Kong.
RECOMMENDATION
2.
I recommend that, subject to Mr Luce's views, I reply to the
Governor along the lines of the attached draft letter.
BACKGROUND AND ARGUMENT
3. In order to test procedures in the Assessment Office, the
Commissioner of the Office arranged a practice run based on the
public response to the Green Paper. The staff of the Assessment
Office used copies of all the material received by the various
branches of the government. In all, they processed some nine
hundred items and produced the attached report. Mr Justice Li
participated in the exercise which took place in mid-September.
