This is just a quick note to respond to your letter of 4 October, which has reached me yesterday. Thank you for it.

It is helpful for me to have the clear expression of view in your paragraph 2. I can re-assure you that what I said in my letter of 1 October holds good and I certainly hope (and am reasonably confident) that the situation will remain unchanged. As my colleague has pointed out, however, there is still a potential risk that, when the Assessment Office (which has a group of additional "assessors" lined up in reserve) comes to cope with the high tide of submissions from the many Hong Kong organisations, the watching Media in Hong Kong may question again the strength of the monitoring capacity of two individuals, however experienced and selective in their approach.
I have shown Simon Li your letter; and, as I have said, our present intention is to continue as we are.
