FUTURE OF HONG KONG : TEST OF ACCEPTABILTIY : REPORTS OF THE
ASSESSMENT OFFICE AND THE MONITORING TEAM
PROBLEM
1. To decide the form in which to publish the reports of the Assessment Office and the Monitoring Team.
RECOMMENDATION
2. I recommend that we publish the two reports together, as a White
Paper in the miscellaneous series.
BACKGROUND AND ARGUMENT

3. The Assessment Office in Hong Kong will continue to receive
submissions from the public until 15 November. It is planned that
the report of the Assessment Office, and the separate report of the independent Monitoring Team, should reach us as early as possible in
as gossible the week beginning 26 November. We shall need to work very fast to
have the reports printed and laid before Parliament before the
debates on the agreement which we hope will be held in the week
beginning 3 December. We shall try to have certain material (submissions attached to the Assessment Office report, title pages.
etc) set up in proof in advance.
