Chapter 4

Summary

4.1

From the assessment of public comments

received, several focal points have emerged :-

(1)

that at the initial stages, indirect election is favoured so as to maintain the stability and prosperity of Hong Kong;

(2) that there is popular support for

the development along the lines of direct election in future and as soon as possible not later than 1988;

(3) that more seats in the

Legislative Council should be created for the geographical and functional constituencies;

(4) that the concept of functional

constituency, supported by those who saw a role for themselves, but not clearly understood by many, requires further clarification.

(5)

that civic education be promoted.

4.2

This Report covers all the submissions and comments which were made available to this office. It is not an attempt at making recommendations on what the Government should accept, it is merely an attempt at summarising accurately and factually the views expressed on the various aspects of the issues involved.

4.3

This Report is the result of a practice run to test the machinery and procedure for the main task for which the Assessment Office has been set up.

It must be read in that light.
