The Legislative Council should have a substantial number of Unofficial members elected indirectly by an electoral
college composed of all members of the Urban Council, the new Regional Council, and the District Boards; and an
equivalent number elected by

constituencies, i.e. main organisations representing the circles of commerce, industry, law and other influential economic and social groups. certain number of seats in the Legislative Council should be retained for appointed Unofficial members for the time being, while the number of Official members of the Council should be gradually reduced.
At present the Legislative Council has 29 appointed Unofficial members and 13
Official members. The
